Position: Estate Management/ Department Manager
•Location: Letchworth Garden City, Herts
•Salary: £18,000 - £20,000 per annum + you will be remunerated with a competitive performance based pay structure which includes a basic salary, monthly commission paid on the departments collective income, company bonus scheme and other personal incentivised income which should generate an income of circa £35,000 per annum.
•Contract: Permanent, Full-Time /Monday- Friday, 9am- 6pm, plus 1 Saturday in 3 on a rota. .
This is an interesting and varied role is offered by our client who are seeking an experienced property manager to manage their Estates Management Department based at our clients Letchworth office.
This varied role will include managing the day to day needs of our clients in relation to blocks of flats, residential developments, and commercial properties for which our clients manages on behalf of either the freeholders, tenants association or Landlords.
•Understanding of the basic structure of management companies.
•Understand the distinction between ground rents and service charges.
•Understand the different roles and responsibilities as between 'Directors’ and 'Managing Agent’ as pertain to management companies, and where required assist in the appointment of directors.
•Be able to interpret leases to establish the liabilities of both LL & T, and assess what services are to be provided within the service charge provisions.
•Be able to prepare annual budgets to aid in setting service charges to be collected.
•Understand the nature of sinking funds and how to set them.
•Understand the different ways the budgets and sinking funds can be collected and reserves accumulated: a) by way of an annual charge which is the validated at year end and underpayments/over payment adjusted for; or b) operate a simplified version of budget management whereby a charge is set that would be expected to generate a surplus in most years to be carried forward as a reserve fund, and c) how withing each to manage sinking funds.
•Be familiar with 'Blockman’ estate management software to manage and record property ownership details and block accounting.
•Liaise with accountants for the preparation of annual block accounts.
•When flats are sold, to understand the sales process, the pre contract enquiries that will need to be answered and how to respond to further enquiries.
•Have a basic understanding of the workings and filing requirements with Companies House.
•Understand the role of a Company Secretary and as may be necessary fill the position or do the work of one.
Manage the collection of service charges and arrears and as necessary be willing to appoint solicitors or other debt collecting agency to collected arrears.
Advises directors on the need, frequency and management of board meetings, AGM’s and EGM’s, probably attend them, take minutes and perhaps (in effect) chair meetings. Such meetings are rare but when held they are usually in the evenings.
Have an overview of the Leasehold Reform Act and when and on what terms leaseholders may enfranchise (buy their freeholds). You will not need to have detailed legal understanding (that is for lawyers) nor need to calculate the price to be paid (our commercial depart deal with that aspect).
At the present time the departments is small and whilst assistance can be provided you will expected to work on your own initiative in a tidy and organized way.
You will be expected to grow the department by obtaining instructions to manage additional blocks and estates. This will require you to develop relationship with developers our land and sales departments introduce you to, canvas other developers and as opportunities arise, the directors of other blocks to poach from existing managing agents.
This will require you to present yourself and our client in a favourable way, communicating effectively and demonstrating good interpersonal skills.
You will need to be well organized and, as the department grows, assist with staff recruitment to build a small team which you will then be expected organize and lead.
